From the [File] menu you select [Open]
You click 
[Start] on the toolbar
The startup dialog box appears when:

Live images from a remote GP camera
Camera-Viewer EX connects over Ethernet to the defined display unit to receive images from the display unit's video camera.
Select this option and click [OK] to display the connection dialog box.
Play a video file
Plays back videos in Camera-Viewer EX.
Select this option, click [OK], and in the startup dialog box select a video to play.
